Cadw is seeking to set up a framework of suppliers to provide Cadw Site Interpretation. The framework will be for a period of 3 years with a possible further extension of up to 12 months. Three main areas of work will fall under the framework: i) Preparation of interpretation plans. To write strategic /regional / site interpretation plans. These plans will inform the delivery interpretation across Wales for Cadw and its partners.ii) Implementation of interpretation plans. To manage and delivery interpretation projects – i.e. research and write copy, design, fabricate and install interpretative media including digital, multimedia and art installations. In some circumstances contractors will be asked to prepare interpretative plans as part of a ‘design and build’ type contract. The value of projects will range in scope from small to those in excess of £250,000.iii) Interpretation project management. To project manage the implementation of multifaceted interpretation projects. This could vary from managing individual interpretation projects, running / co-ordinating several small interpretation projects, managing large interpretation implementation projects which may include elements such as retail design and fit out, architectural and building works, interpretation design and build and digital, multimedia and art installations. The value of projects will range in scope from small to those in excess of £250,000.Tenderers need to clearly state which of the three elements of the framework for which they wish to be considered.Tenderers bids will be assessed on the following:Tenderers are permitted to submit proposals for any or all of the areas of work. Tenderers must provide a clear and concise separate statement for each individual element.. Information provided will be evaluated against the award criteria.Tenders must provide proposals, covering but not necessarily limited to:•The proposed details of what could be provided•Proposals for what the contract will cover •Details of proposed methodology and approach to be •The various delivery methodologies•Relevant qualifications and experience of the key training and/or organisational development providers to deliver, manage and administer the contractTenderers must clearly show in their bid by use of headings and an index where the required information is held within the bid:•A statement on which part(s) of the requirement tenderers propose to deliver. •A statement setting out the skills and experience on named individual(s) who will deliver the tenderers chosen areas of provision •Demonstration of how tenderers would approach designing and delivering the areas that are to be delivered•Confirmation from tenderers that they have the ability to meet the timescale specified between commissioning and commencement of intervention. Ordinarily this will be to a maximum of 21 days.•All interpretation media must be produced bilingually in Welsh and English and with an appreciation of Welsh and English language readership. A statement will be required as to whether there are Welsh language capabilities and/or how this can be delivered.•All interpretation media must be produced with sensitivity to the needs of people with disabilities. A statement will be required as to how this would be delivered.•A statement on any restrictions on availability.•A statement on any other anticipated costs in the attached Price ScheduleTenderers must provide a case study scenario on how they will design, deliver and evaluate a typical project for each requirement of the framework for which they are proposing to deliver. This should be a case study of an actual project delivered.5. COSTINGSThe tenderers will be required to detail costing. Any additional costs which tenderers believe will be required must be detail within the Price Schedule attached Tenderers must state clearly the basis for each cost quoted.
