ENGLISH BELOWEr mwyn datblygu Canolfan Awyrofod Eryri, rhaid cwblhau nifer o welliannau isadeiledd ar, ac o gwmpas y safle (i gynnwys dylunio ac adeiladu ffordd mynediad newydd i’r safle). Mi fydd y gwelliannau yma yn allweddol wrth alluogi’r safle i ddatblygu’i uchelgais o ddod yn ganolfan rhagoriaeth RPAS, yn ganolog i gynnig RPAS Cymru, a hefyd yn cyfrannu at gwrdd â’r meini prawf disgwyliedig a osodir gan Lywodraeth DU wrth osod trwyddedi borth gofod.Er mwyn ymgymryd â’r gwelliannau yma, rhaid cyflyno nifer o geisiadau grant, oherwydd graddfa (gwerth) sylweddol y gwaith sydd angen ei gwblhau, i gynnwys cyllidebau’r Undeb Ewropeaidd, Llywodraeth y DU, Llywodraeth Cymru, Cyngor Gwynedd a phartneriaid preifat.Mae’r partneriaid yn chwilio am gwmni arbenigol i ymgymryd â dwy dasg:1a - I ymgymryd ag asesiad o’r holl gyllidebau grant tebygol neu posibl gall cyfrannu at y pecyn ariannol terfynol, a mapio allan cydblethiad y cronfeydd yma, o ran:•Cyfleoedd i ddefnyddio un gronfa fel arian cyfatebol ar gyfer cronfa arall, ac anghenion ymarferol y cyfleoedd yma (gan sicrhau nad oes perygl cyllido-dwbl rhwng cronfeydd sydd â’r un tarddiad terfynol)•Anghenion caffael pob cronfa (a goblygiadau’r rhain wrth roi cyfleoedd arian cyfatebol ar waith)•Sicrhau fod pob eitem o wariant arfaethedig ar gyfer pob ffynhonnell cyllido yn gymwys am nawdd o’r ffynhonnell yna.•Anghenion allbynnau, yn cynnwys:oTrosolwg i sicrhau na fydd unrhyw becyn cyllido arfaethedig yn arwain at hawlio allbynnau dwywaith (er enghraifft o dan ddwy gronfa Ewropeaidd wahanol)oGofynion tystiolaeth allbynnau i sicrhau gall allbynnau eu gwireddu o fewn amserlen rhaglenni pob cronfa.•Anghenion amserlenni i sicrhau cydblethiad gyda dyddiadau cau ceisiadau grant a hefyd terfynau amser gwario a chwblhau gwaith.1b - i gynnal a chadw a diweddaru’r trosolwg yma am gyfnod o 6 mis, fel mae trafodaethau gyda darparwyr yn parhau, ceisiadau yn llwyddo neu fethu a gwybodaeth bellach yn dod i’r fei. Hynny yw, i gymryd rôl rheolaeth a chydgordio tu hwnt i gynhyrchiad cychwynnol y “cynllun cyllido” cychwynnol i sicrhau ei fod yn aros yn ddilys dros yr hir dymor.2 - I gwblhau’r gwaith angenrheidiol i gyflwyno cais am nawdd i’r Swyddfa Cyllid Ewropeaidd Cymru (WEFO), i gwblhau’r pecyn cyllido i ymgymryd â chyfres sylweddol o welliannau isadeiledd yng Nghanolfan Awyrofod Eryri, i gynnwys adeiladu ffordd mynediad newydd i’r safle. Ym mhenodol, mi fydd y cais yma yn targedu Blaenoriaeth 4.4 Cronfa Datblygu Ranbarthol Ewrop (ERDF).In order to progress development at Snowdonia Aerospace Centre, a number of infrastructure improvements must be completed at and around the site (to include the design and construction of a new site access road). These infrastructure improvements will be key in allowing the site to develop its ambition of becoming a centre of RPAS excellence, central to the Wales RPAS offer , and will also contribute towards the site’s ability to meet the likely criteria set out by UK Government in issuing the first UK Spaceport licenses.In order to undertake these improvements, a number of grant applications must be made, due to the significant scale (value) of the work to be completed, to include funds issued by the European Union, UK Government, Welsh Government, Gwynedd Council and private partners.Partners are seeking to appoint a specialist company to undertake two tasks:1a – To undertake an assessment of all the likely or possible grant funds which might contribute to the make-up of the final funding package, and to map out the fit between these packages in terms of:•Cross-match-funding opportunities between each of these funds, and the practical requirements of these possibilities (ensuring that there is no danger of double-funding between funds with the same ultimate source)•Procurement requirements of each fund (and the consequences of this in realising cross-matching opportunities)•Ensuring that each item of expenditure proposed for each funding source is, indeed eligible for funding from that proposed source.•Output requirements, includingo a read-across to ensure that any proposed funding package does not result in the double-claiming of outputs (For example under two separate European funds)oOutput evidence requirements to ensure that outputs can be realised within each fund’s programming period.•Timetabling requirements to ensure fit with both the deadlines of grant application and spend, and proposed works.1b - To maintain and update this overview for a period of 6 months, as discussions with funding providers continue, applications succeed or fail, and further information comes to light. That is, to take a management and coordination role beyond the production of the initial “funding plan” to ensure its validity over the longer term.2 – To complete the necessary work required to submit an application for funding to the Welsh European Funding Office, to complete the funding package to undertake a significant suite of infrastructure improvements at Snowdonia Aerospace Centre, to include the construction of a new access road to the site.
