Neath Port Talbot County Borough Council (the “Council”) is intending to issue a tender under the Open Tender Procedure for a professional and suitably experienced organisation to deliver a complementary café and catering service at Pontardawe Arts Centre, Herbert Street, Pontardawe, SWANSEA SA8 4ED (the “Arts Centre”).The Arts Centre is currently undergoing a change of use to the two former snooker rooms and the installation of a kitchen and cafe with an expected completion date of December 2013 This project is supported by The Arts Council of Wales and Waste Recycling Environmental Limited.(“WREN”).The café will form an integral part of the overall service delivered by the Arts Centre. The Council’s primary objective in the proposed tender process is the achievement of a quality cafeteria service delivery and the creation of an environment which is safe, clean, aesthetically pleasing and in line with the target market. It is intended that the café will be operated in such a manner as to inspire confidence and pride in the Council’s services.It is intended that the successful tenderer will be required to enter into both an operating agreement and a lease with the Council for the provision of the Operation.The Council propose that both the operating agreement and the lease will commence at beginning of January 2014. This is dependent upon the installation of kitchen and power supply being completed. The Council will endeavour to keep the successful tenderer informed of the progress of this work.Full details of the requirements sought including the term of the operating agreement and lease and the payment provisions will be set out in the Invitation to Tender documentation which will be available at the time a Contract Notice is published which is anticipated to be Friday 16th August 2013.
