Cafe provision/catering service for Pontardawe Arts Centre

Neath Port Talbot County Borough Council (the “Council”) is seeking a professional and suitably experienced organisation to deliver a complementary café and catering service at Pontardawe Arts Centre, Herbert Street, Pontardawe, SWANSEA SA8 4ED (the “Arts Centre”).The Arts Centre is currently undergoing a change of use to the two former snooker rooms and the installation of a kitchen and cafe with an expected completion date of mid/late December 2013 This project is supported by The Arts Council of Wales and Waste Recycling Environmental Limited.(“WREN”).The café will form an integral part of the overall service delivered by the Arts Centre. The Council’s primary objective in the proposed tender process is the achievement of a quality cafeteria service delivery and the creation of an environment which is safe, clean, aesthetically pleasing and in line with the target market. It is intended that the café will be operated in such a manner as to inspire confidence and pride in the Council’s services.A Speculative Notice has been issued in relation to this tender opportunity stating that the Council propose that both the operating agreement and the lease will commence at the beginning of January 2014. However, this date has been revised and a mid/late February 2014 commencement date is now anticipated. This is dependent upon the completion of the building works including the installation of kitchen and power supply being completed. The Council will endeavour to keep the successful tenderer informed of the progress of this work.Subject to conditions, the Operator will be able to carry out private catering business at the Arts Centre. Full details of private catering business and the conditions relating thereto are contained in the tender documentation.It is intended that the successful tenderer will be required to enter into both an operating agreement and a lease with the Council for the provision of the Operation for a period of five years.The Council is seeking a fixed sum from the Operator for the duration of the term of the Operation, ie, five years, of either 10% of the successful tenderer's gross annual income or the minimum sum of £6,000 per year, whichever the higher.
