Call-off from Merseytravel Consultancy Services Framework. Lot 13 - Business Case Development The Mersey Tunnels toll setting process is currently governed by the County of Merseyside Act (1980) as amended by the Tunnels Act 2004. During the formal toll setting process in February 2015, the Combined Authority passed the following resolution: “a task group be set up to consider options open to the Combined Authority to reduce the costs of tunnel tolls and its impact in infrastructure and transportation” There was also a wider decision relating to a review of the Mersey Tunnel Act in any on-going devolution negotiations under minute 79 (iv), but this work is out of scope of this task group and should continue separately. The key purpose of this commission is to inform this task group, once formally established, of the economic and social impacts of the Mersey Tunnels for the Liverpool City Region as a whole.
