Tender OpportunityThe London Borough of Sutton (Sutton Council), is seeking expressions of interest from suitably qualified organisations for the provision of a Framework agreement for two area specific CAMHS Tier 2 services, to improve emotional and well being outcomes for children and young people in Sutton:Area specific service 1: Psychological assessment and professional therapeutic time limited intervention for children and young people who have an increased risk of developing mental health problems or disorders.Area specific service 2: Early intervention in relation to: Self harm, Missing children/children at risk of sexual exploitation/sexual offenders/perpetrators, ASD (Autistic Spectrum Disorder), Young people at risk and Bereavement and loss.Please note this is not a traditional Framework Agreement awarded to multiple suppliers per service area and does not include running mini competitions.It is envisaged to appoint either 1 service provider per area or 1 service provider to cover both area specific services.Applicants are invited to apply for 1 or more area specific services. It is the intention of the Council to invite a maximum of 5 suppliers, (per area specific service), to tender.The contract will be for a period of three (3) years, with the option to extend for a further 12 months at the discretion of the Council. The contract will commence on the 1.4.2015.The Council is tendering this contract through the London Tenders e-tendering portal, our preferred method of advertising and managing contract opportunities. Prospective Tenderers are advised to register their interest by going to https://www.londontenders.org/procontract/supplier.nsfSocial Value is the added benefit to the community following a commissioning/procurement process over and above the direct purchasing of goods, services and outcomes. It shall be a requirement for organisations to work with the Council in delivering and measuring Social Value throughout the lifetime of this agreement.Sutton Council currently contracts with a diverse group of voluntary, statutory and private sector providers and encourages a range of organisations, regardless of size, to apply for this provision. We are committed to creating jobs and training opportunities though our supply chain.A pre-qualification questionnaire is available on the portal which the Council shall evaluate to identify the short-listed suppliers to be invited to tender.It is the opinion of the London Borough of Sutton that TUPE may apply to this Framework Agreement.The Council shall not be bound to accept the lowest cost or any tender and reserves the right to accept all or part of an offer. The award of contract shall be based on the most economically advantageous tender submitted.Deadline for expressions of interest and submission of a completed pre-qualification questionnaire is midday Tuesday 14.10.2014.
