Car Parking Services for the Royal Liverpool University Hospital

The Royal Liverpool and Broadgreen University Hospitals NHS Trust (the Trust) is seeking a provider to collaborate in the delivery of car parking services for the Royal Liverpool University Hospital. The Trust is currently engaged in a major building project to replace the Royal Liverpool University Hospital with a new hospital with 646 single bedrooms, due to open in late summer 2017. This will be the first of a number of developments expected on the site. The Trust requires a minimum number of car parking spaces for use by staff, patients and visitors. The Trust’s existing on-site 700 space multi storey car park (currently used by staff) will be made available to the successful bidder at commencement of the contract. A new on-site undercroft car park of 300 spaces will be available from 2020. There is currently no provision for on-site patient and visitor parking and the Trust also makes use of a significant number of off-site spaces for staff via arrangements with local landowners Under an existing arrangement, a non-compete agreement prevents the Trust from providing or supporting the provision of patient and visitor car parking on the Royal Liverpool University Hospital site until September 2019. The successful bidder must be able to provide staff, patient and visitor car parking within and adjacent to the Royal Liverpool University Hospital site from the commencement of the contract. The Trust’s preference is to receive a capital sum at contract commencement, allowing the successful bidder to retain future income streams. An alternative overage sharing arrangement would also be considered. The term of the partnership will be subject to negotiation. It is expected that the contract will be settled and the premium paid to the Trust by the end of March 2017. The Procurement will be subject to OJEU Regulations.
