Introduction and background to the project You are invited to submit a proposal for carbon reduction measures at our Information Centre at Bowness-on-Windermere. The Information Centre was built c.1974 and is sited near the lake shore at The Glebe. As part of our net zero programme we wish to undertake works to maximise energy efficiency, minimise energy consumption and maximise self-sufficiency in electricity. The building is single storey of approximately 185m2 footprint with a pitched slate roof, of concrete block construction with stone facing. The internal space is divided into a main information/shop area, a café and a back-office area with toilet and storeroom. Heating of the majority of the building is currently via a gas combi boiler powering a mixture of radiators and fan coil units, the café being heated by a single ceiling cassette heat pump evaporator. Hot water is via the combi boiler plus some on-demand immersion heaters. The building has an uninsulated suspended ceiling and the loft space contains a considerable amount of electro-mechanical equipment relating to the heating and lighting. The date of the contract is from 2nd January to 31st March 2023. Tender objective Towards the objective of minimising the carbon footprint of this site by maximising energy efficiency, minimising energy consumption and maximising self-sufficiency in electricity, we invite contractors to submit tenders for the following components: 1.Installation of an air source heat pump to replace the heating and domestic hot water currently provided by the gas boiler, removal of all un-needed existing electro-mechanical equipment from the loft space and insulation of the ceiling; 2.Installation of solar PV, plus battery storage if appropriate (see explanation in Annex 1); 3.Replacement of one door and one window with better-insulated equivalents. You may tender for all of the above or any combination of components 1-3. Further detail for the components listed above can be found in Annex 1. The contractor will be expected to submit a fixed fee proposal for the design and installation of the relevant component(s) and have the capacity to deliver the contract between 2nd January and 31st March 2023. Planning approval may be required for components 1 and/or 2; this process is underway. The LDNPA has a limited budget and is looking for a completive bid which can demonstrate good value for money, while providing quality work which minimises environmental impact and maximises carbon savings. A weighted evaluation will be made on tender returns will be based 50% on cost and 50% on quality of the proposed solution (as detailed in this document).
