1. IntroductionThis document represents an invitation to Tender for the work of undertaking a Final Evaluation of the South West Wales Property Development Fund.2. Background2.1 The South West Wales Property Development Fund is being administered by Carmarthenshire County Council (CCC) in its role as lead body, in partnership with the Welsh Government’s Department of Economy, Science and Transport (ETS) and the South West Wales consortium of local authorities, namely City & County of Swansea, Neath Port Talbot County Borough Council and Pembrokeshire County Council.2.2 The aim of the project is to provide financial assistance for the speculative development of buildings for industrial / commercial use, with the primary aim of creating employment capacity in selected areas of South West Wales. The scheme aims to provide the support to developers to bridge the gap between the cost of providing commercial property and its subsequent market value and to encourage the development of BREEAM Excellent rated buildings across the region.
