This is a Contract Award Notice to communicate the below-threshold contract award made by NHS Mid and South Essex Integrated Care Board (NHS MSE ICB) (herein referred to as 'the Authority') for the provision of a Centralised Placement Management System (CPMS), in accordance with the Authority's local Standing Financial Instructions. The contract award is made to Quantum IT for the provision of CPMS. The contract period is for a total of 24 months, from the 16th April 2025 - 15th April 2027, with a maximum total aggregate contract value of £200,000 (inclusive VAT). This notice is being published to reflect the date by which the Authority has satisfied it's internal governance process and the Authority's signatures have been ascertained, not at the time of the proposed start-date of this contract. The Service to which this procurement relates fall within the Public Contracts Regulations 2015 as amended by as amended by The Public Procurement (Amendment etc.) (EU Exit) Regulations 2020, (the "Regulations"). This is a Contract Award Notice to communicate the contract awarded by the Authority to Quantum IT for the provision of a CPMS. Across the system there are inconsistent processes for the management of non-medical practice placements (nursing, midwifery and AHP's), resulting in lack of organisational and system oversight of placement utilisation, learner numbers and student tariff. To ensure MSE ICS can work towards the CLE Strategy and Long-Term Workforce Plan a systematic approach needs to occur. The Authority aims to move to a system wide Centralised Placement Management System (CPMS), that would hold and manage all non-medical learner data, whilst effectively co-ordinating and managing placement processes. Each organisation would continue to manage and hold responsibility for their own placements and utilisation of the database, yet the system wide overview will ensure effective wider collaboration of placement utilisation and recruitment could occur. Without collaboration, organisations will continue to work in silo, with an increased risk of lack of oversight of learners across individual organisations. The Authority identified value for money with more than 5% savings from the direct award of this contract that would have been enacted from the framework agreement fees. The Authority is publishing this Contract Award Notice in both the Find a Tender platform and Contracts Finder in accordance with the Public Contracts Regulations 2015 (as amended by The Public Procurement (Amendment etc.) (EU Exit) Regulations 2020) for spend above £30,000.00
