Descriptions
Ofcom require a centralised broadcast technical database that delivers a single centralised solution for all broadcast technical planning data management needs. The objective of which is to deliver capabilities such as:— Supporting data entry, validation and storage of necessary data values for all radio and TV products including:i. transmitter and receiver technical data and site administrative data;ii. networks;iii. channel plans; iv. allotments;v. test points and border thresholds;vi. international and national coordination related data;vii. Memorandums of understanding (MOU) and bilateral agreements;viii. technical analysis reports and graphics generated by the technical platform and hold them against the assessed wanted service(s);ix. reference data;x. correspondence.— the ability to support multiple layered views of the same transmitter and receiver objects (such as planned view, in-use view, licensed view and coordinated view (national and international);— Workflow orchestration; — Audit, access and version control;— Data handling — importing, exporting and data transformation of multiple propriety data formats;— Interfacing to other Ofcom ICT systems:i. ATDI technical modelling platform;ii. LST licensing administration system; iii. third party mapping tools;iv. Ofcom’s Website content management system.— Remote access and mobility;— Data querying and reporting;— Sandpit Data area.At high level the following also should be considered:— The totality of data in size is less than 50 GB (which includes associated files such as pdf’s and word documents). — Expected growth of data per year is expected to be less than 10%. — Although the context of data is highly technical, the structure should be considered as fairly simple. — Reconciliation between existing data sources will be made prior to source extract and only two main system sources will be used for origin migration files.
