The Neath Port Talbot Early Years and Childcare Unit of Neath Port Talbot County Borough Council (the “Council”) is responsible for producing a childcare sufficiency assessment which should measure the nature and extent of the need for, and supply of, childcare within the Neath Port Talbot County Borough.The Neath Port Talbot Early Years and Childcare Unit of the Council wishes to invite interested organisations to submit quotations including method statements to undertake and complete a Childcare Sufficiency Assessment (“CSA”).The contract will commence in October 2016 and be completed with the production of the final agreed report by end of March 2017.Local Authorities have a statutory duty to secure sufficient childcare for working parents, to secure childcare that is suitable for disabled children and to ensure Welsh medium childcare provision is made available.Local Authorities are required to undertake a full CSA every 3 years. The purpose of the full Assessment is to determine the supply and assess the demand for childcare. A full analysis of the gap between supply and demand is required with recommendations for future priorities for managing the market.The Council wishes to appoint a consultant to successfully complete the full Childcare Sufficiency Assessment (CSA) on behalf of the Council, including the development of an action plan following the completion of the CSA. All bidders must demonstrate their own expertise and experience by adopting the most appropriate research methodologies to elicit the right information in light of the time and resources available.Bidders are required to provide a method statement for each of the following objectives:1. Focus groups parents / carers & analysis of data2. Fieldwork Employers & Key Employment Stakeholders3. Gap Analysis Report4. Project Team5.
