A Children and Young People’s Database ICT system is required in order to ensure that the Council meets its statutory duties relating to: 1.School Admissions. 2.Permanent Exclusions and Medical Needs. 3.Special Education Needs (SEN). The solution shall have the facility to record information on both children/young people regarding: •Statement of Special Needs/Education, or Healthcare Plan. •Only in receipt of element 3 top-up funding (without Statement or EHCP) •Referrals •EHC Needs Assessment •Annual Review of Statements/EHCP/Top-up Element/Transfer from Statement to EHCP •Personal Budgets •SEND Tribunal •Mediation •Provision of Transactions i.e. payments of personal budgets, independent providers, element 3 top –up •Attendance History •SEN Category
