This procurement programme is set against a Surrey-wide geography of 6 Clinical Commissioning Groups a two tier local authority with a County Council that works with 11 district and boroughs and NHS England (South East) commissioning services across Kent, Surrey and Sussex. There are 5 Acute Hospital Trusts, 1 Mental Health Trust, 137 GP practices, 52 children centres, 509 schools (state funded and Independent) and 31 community youth based settings. Central to the Contracting Authorities vision is to procure a provider to deliver co-ordinated, single surrey wide set of community health services to children and young people. Once co-provided we want a system leader who focuses on ensuring best practice service delivery, maintaining a high level of user satisfaction, acts as a co-operative and innovative partner in a wider system of services for children, young people and their families. We are seeking the kind of leader who proactively overcome system barriers and, in the future suggest new ways of integrating service delivery to improve access, efficiency and outcomes. The Children's Community Health Services contracts will be awarded for a period of 3 years, and will include the option to extend the contracts for up to a further two year period subject to performance and the decision of the Contracting Authorities. Bidders should note that the commencement of various elements of the services will be staggered and additional funding for services will be made in April 2018 to accommodate the remaining services to be implemented from that time. The estimated total combined contract value, including this later investment will therefore be £69,000,000 over the three year contract. If the option to extend the contract for a further 2 years (5 years in total) is taken the value of the contract will increase to approximately £102,000,000. In the event of a high volume of qualifying pre-qualification submissions the Contracting Authorities reserve the right to shortlist the top 6 scoring pre-qualification submissions, where they have achieved a “pass“ for all such scored questions; the 50% minimum scoring threshold for all technical questions; and where financial due diligence meets the Contracting Authorities requirements. The Contracting Authorities reserve the right to continue to proceed with the procurement where the number of candidates meeting the selection criteria is below the minimum number stated.
