Preliminary Market ConsultationThis document is part of preliminary market engagement and does not constitute a regulated procurement contract. It is intended this document is used to understand potential business partnering opportunities with research partners.Asthma affects approximately 1 in 11 people in the UK. It is one of the few chronic health conditions that affects children and young people more than older people. Asthma is a fluctuating condition with periods of stability and periods of poor control. Predicting poor control is difficult. Overall cost to the NHS is greater than GBP 1 billion per year.An asthma attack, where there is loss of control, is often on the background of family or life changes and poor adherence. Viral infections, environmental triggers, seasonal changes etc. upset symptom control and lead to an attack. This attack is the end point of a period of loss of symptom control which may be up to a month in development. While adherence to treatment is a major factor influencing risk of attack, there are many other underlying complex issues that prevent children and young people to adhering to their medication.The Scottish Government Scottish Health and Industry Partnership (SHIP) plan to launching a future Pre-Commercial Procurement (PCP). Our goal is to work with industry partners to develop a fully integrated clinical system that detects which individuals are at risk of an asthma attack and displays this to the relevant clinician who can then offer an intervention to reduce the risk. This could enable education and treatment plans to be focussed and personalised to the individual and could involve more enhanced remote monitoring that passively collects additional data to help understand the symptom burden and adherence pattern.A further aim of the potential solution is to develop an appointment system that recognises varying preferences amongst young people and is responsive to needs of patients – e.g. appointments can be patient initiated or clinician initiated at short notice.At this stage we would like to invite interested industry parties to take part in this Preliminary Market Consultation by completing a questionnaire to aid our understanding regarding the potential for your organisation to solve the Challenge.The potential innovative mechanisms and technologies which could be considered, include but are not limited to:- data analytics- remote monitoring- wearable devices or patches- smartphone apps- AI and machine learning- virtual reality and augmented realityIn the long term we wish to develop innovative solutions that see a reduction in the reliance of people with asthma on emergency care services because signs of deterioration are met with a specific and focussed clinical response.Further details can be found in the background section of the Questionnaire.Please note that this notice is for Preliminary Market Consultation for pre-tender supplier engagement only. A date for the Pre-Commercial Procurement Notice for a future competition is to be advised. Applications are welcome from any type of organisation of any size (registered in the UK, EU or EEA) that can demonstrate a credible and practical route to market. Successful applicants for the Pre-Commercial Procurement will be able to work in partnership with a research partner site to serve as the 'test bed' to develop the innovation and to collect real-world evidence in support of future potential product approval and use across the NHS Scotland health system.
