The City invites Tenders for the appointment of a Partner for a City Wireless Concession Contract The Corporation will grant a concession to the Applicant (the Concessionaire) for use of the Corporations assets for an agreed period of time for the supply of wireless services with all infrastructure owned and operated by the Concessionaire and its mobile service provider clients. The key requirement of the wireless concession network is to: Enhance the cellular/next generation wireless infrastructure as widely as is commercially feasible across the City of London. Extend and improve cellular capacity to ensure the provision of optimum coverage across the Square Mile to meet increasing data needs. The coverage of the network will be driven solely by commercial considerations. However information provided within the PQQ and at the Open Day demonstrates a ubiquitous level of demand across all areas of the Square Mile and the Corporation is seeking concessionaires to deploy infrastructure accordingly. However the Corporation will assist Applicants by highlighting key areas of employment, visitor locations and residential areas. Whilst the Corporation is not seeking to define the technology and services to be deployed, seeks the installation of state of the art, technology leading solutions and services to ensure that the City has the world class infrastructure required to serve its business, residential and visitor population. The option for the Concessionaire to provide a Wi-Fi network in the City of London may become available in 2017, subject to ordinary procurement due diligence. The Cloud’s contract with the Corporation for provision of Wi-Fi services runs until 2017, with a five year extension option to 2022 based upon the Corporation being satisfied with current service levels. Wholesale access in a non-discriminatory manner is mandatory in order to allow a range of retail mobile operators/service providers to offer services to end customers and enhance competition and ensure future proofing. The solution should provide for an improvement in mobile performance (both signal strength and data capability) throughout the Square Mile; •The solution should seek to minimise costs to ; •The solution should be provided at low risk to ; and, •The solution must be State Aid compliant. Applicant that is also able to provide an innovative Wi-Fi or other wireless solutions (to coincide with the end of The Cloud concession) is welcome along with a partnership approach to drive marketing and adoption. The Corporation is seeking the appointment of a Partner for a City Wireless Concession Contract to deliver wholesale cellular services and, following the completion of existing contract, a public Wi-Fi service. A public service concession contract will be used.
