The Forestry Commission will be awarding a framework agreement for civil engineering works including, but not limited to the construction of new wet-bound macadam roads, upgrade and maintenance of forest roads, bridges, tracks, paths and harvesting facilitities. The framework agreement will be available for use by Welsh Government (WG), Countryside Council for Wales (CCW) and Environmental Agency Wales (EAW).This particular Framework Agreement will operate as follows: Background InformationForestry Commission Wales (FCW) manages over 100,000 hectares of woodlands across Wales on behalf of the Welsh Government. FCW manages an extensive network of forest roads across this woodland estate, the primary purpose of the forest road network is timber haulage by 44 tonne Gross Vehicle Weight timber lorries. FCW has a programme of new road construction, upgrade and maintenance of forest roads, bridges, tracks, paths and harvesting facilities, to deliver access to woodlands for operations and management. In many cases new roading schemes involve new access onto county highways and in some cases new roads need to be sensitively planned given the adjacency of third party property, environmental constraints and other infrastructure. The existing networks require maintenance to maintain timber flows, harvesting facilities and tracks are required to facilitate this extraction.Specific RequirementsOur aim is to establish a framework of competent contractors for civil engineering works including, but not limited to the construction of new wet-bound macadam roads, upgrade and maintenance of forest roads, bridges, tracks, paths and harvesting facilities. The framework agreement will be available for use by Welsh Government (WG), Countryside Council for Wales (CCW) and Environmental Agency Wales (EAW).The Forestry Commission will be awarding this Framework Agreement to suppliers who will be able to provide the specific services as part of the Agreement. This will include site set up and supervision, environmental controls, management of Health & Safety and the provision of equipment with operators for the construction of new wet-bound macadam roads, upgrade and maintenance of forest roads, bridges, tracks, paths and harvesting facilities.
