Cluster Model Transformation

Descriptions

Stoke-on-Trent City Council is seeking to identify potential providers capable of delivering a locality-wide SEND School Improvement Programme that supports strategic leadership, inclusive practice, and system-wide sustainability.

We are specifically seeking responses from organisations that can deliver all of the following elements as part of a single, integrated offer:

• Strategic CPD for SENCOs and school leaders focused on whole-school SEND leadership and inclusive culture.

• A structured self-evaluation and action planning framework aligned with Ofsted and Local Area SEND Inspection priorities.

• A digital dashboard that enables the local authority to monitor school-level SEND priorities and progress.

• A local peer network model, including coaching and cluster-based collaboration to share effective practice.

• Access to a national network of SEND leaders and experts, including opportunities for cross-authority learning and professional development.

• Tailored consultancy to align programme delivery with local SEND strategy and embed sustainable improvement into LA governance and business-as-usual processes.
