Background=========The City and County of Swansea (‘the Council’) is seeking expressions of interest from appropriately experienced economic operators with respect to generating revenue from commercial opportunities at the Lord Mayor’s residence (known as the Mansion House), based in Ffynone, Swansea (hereafter ‘the Facility’).The Mansion House is a Victorian residence which was completed in 1863 and purchased by the then County Borough of Swansea in 1922 to be used as a residence for its first citizen.The external appearance has changed little from when it was built in 1863.The Facility comprises of four floors, two of which are currently in use. Please note that only the basement, ground floor and first floor of the Facility are available for commercial use.Basement— unused, but available for storage.Ground floor— comprises entrance hall with step (ramp available) with Swansea marble sealed fireplace with adjacent cloakroom, leading to hallway. There are male and female WC facilities including disabled. There is a dining room with capacity to seat 28 at the dining table. There are two entrances to the dining room from the hallway as well as access from the lounge. The lounge is accessed through the hallway and has outside access via French doors. There is an additional room currently used for functions, training and meetings accessed via the hallway. Although there have been internal alterations, the Facility maintains many of its original features such as the Victorian tiled entrance hall, the mahogany staircase which showcases the large stained glass window commemorating the original owner and his family and the white Italian marble fireplaces.There are modern kitchen facilities and a fitted long kitchen for service with commercial fridge/freezers, pantry and ample storage. Adjacent to the kitchen is an office/staff area.First floor— available for use.Second floor— this floor is unavailable for use (due to current condition).Current Usage===========The Facility is currently used for civic functions, such as training, meetings, charity events and corporate functions.Proposed Contract==============The Council is looking for opportunities to generate income at the Facility. Expressions of interest are therefore invited from organisations interested in delivering and developing commercial opportunities at the Facility. Organisations from any background are welcome to respond, and the Council is open to innovative proposals.The Council is not at this stage committed to a particular contract duration.Responding to This Notice====================At this stage, the Council is seeking to determine the most appropriate approach to any future procurement exercise and therefore seeks the views of interested parties to help inform the process.To this end, interested parties are invited to submit to the Council (by email) responses to the following questions:-1. Name of your organisation and brief description of its background and experience.2. Please provide details of the commercial opportunities you would be interested in delivering at the Facility.3. Preferred contract type (e.g. contract for services only/ management contract (with or without investment)/ lease).4. Preferred contract term.5.
