Commission of a Review of Traffic Regulation Orders, Signs and Markings

Caerphilly County Borough Council ('the Council') is seeking to introduce Civil Parking Enforcement (CPE) by December 2018.An initial consideration is for the Council to commission a suitably qualified and experienced external Organisation to undertake a review of all on street parking and waiting restrictions to create a mapped database for use in future Traffic Regulation Orders ('TRO'S') which will need to comply with the requirements of the Application to Welsh Government for the transfer of parking enforcement powers under CPE.The review will identify any remedial action to the signs and lines and this information is to be presented such that the Council can commission remedial works without further visits to site.The review is a compulsory stage required to ensure that all the parking and waiting restrictions comply with the Traffic Sign Regulations and General Directions 2016 as amended and that they are legally enforceable under the Road Traffic Regulation Act 1984.The Council requires their current restrictions to be mapped in to a suitable agreed format so they can be included as the schedules to the Welsh Government in the CPE application. There are approximately 2500 TRO’s in place with 1665 associated signs to review.It is important to highlight that the Council anticipate that:1.All survey queries and remedial work comments from the initial first review are completed and submitted to the Council by no later than the end of March 2018 so the Council can respond to all mapping queries by July 2018;2.The appointed Organisation will need to commence the Welsh Government Application process in July 2018 as the Council has been advised that it is a six month process to gain approval by December 2018. While the application is progressing the appointed Organisation will concurrently complete the final maps database to allow the commission of the on-site remedial work to the signs and lines to make the new TRO enforceable based upon the new mapped schedules.3.The programme for this commission is to provide professional and technical support for the satisfactory completion of all requirements by December 2018 to allow the Council to successfully implement enforcement of waiting and parking contraventions within 2019. This will include research of CPE implementation in other local authorities to determine best practice and evaluate lessons learned; review opportunities for collaboration with neighbouring local authorities; development and procurement of the resources, equipment and systems necessary to implement CPE.At this time the Council are only seeking expressions of interest from suitably qualified and experienced Organisations that are interested in undertaking the review and assist the Council with the requirements of the Application to Welsh Government for the transfer of parking enforcement powers under CPE.Expressions of Interest must be e-mailed to Ian Evans, Contracts Manager, Procurement Services, evansi1@caerphilly.gov.uk by 12:00 hours on Friday 2 February 2018.
