Putting ‘communities in control’ is one of the Department for Communities and Local Government (DCLG)’s strategic priorities. objectives are to see: a) increasing numbers of communities genuinely more in control of their physical, social and economic environments – from decision making to delivery; and b) the establishment of a different relationship with public services than has previously existed – where interaction, engagement and ownership around the prioritisation, design and delivery of services is accepted as the norm. The DCLG have taken this opportunity to re-design and re-profile its support offer, taking account of the current demand, and need, for the community programmes, their efficiency and effectiveness and the changes in the broader funding landscape. the DCLG is also taking the opportunity to extend the support it provides so that it specifically: a) helps communities take their ‘first steps’ to making use of the community rights; b) helps communities take ownership of community assets; c) supports parishes and voluntary, community and social enterprise (VCSE) sector organisations take on delivery of neighborhood level services; d) helps local authorities work with VCSE organisations and parishes to deliver services differently; and e) supports communities through the Neighborhood Planning and Community Right to Build processes.
