Compositional analysis of paper and card waste content of household waste and survey of householder
Descriptions
Identifying the paper ‘waste’ componentsIdentify and categorise the various paper and card types that make up the household waste stream (both residual and recycling) e.g. ‘junk’ direct mail, leaflets, catalogues, newspaper, takeaway flyers, packaging, books, wrapping paper, envelopes ,egg boxes, cereal boxes, corrugated card. The specific categories will be agreed by the successful contract and the Project Steering GroupIdentify overall % of both residual/recycling streams that are made up of paper/card Analyse the each component of paper and card waste stream (for both residual and recycling) as % of total paper waste streamProvide breakdown of each paper and card component – expressed as their % of the overall into % of overall waste stream (for both residual and recycling)Areas for analysis (though not limited to these)Residual waste (paper and card content and composition)Kerbside recycling (paper and card content and composition) For properties analysed, consult with Householders to identify:•perceived and actual barriers to preventing/reducing paper and card waste •perceived and actual barriers to recycling paper and card waste •understanding/awareness of ways to reduce, reuse and recycle the paper and card waste they produce •drivers behind reducing/recycling paper and card waste (in particular the ‘junk’ mail element)VARIABLES to consider (though not limited to these)Cross section of LA service provision types (KS sort v commingled)Rural - Urban - mixed (local authority areas)Mix of housing typesMix of social demographics e.g. ACORN groupingsA combination of HHs that participating in KS recycling and those that do notTie in with local community reuse initiatives/groupsRecycling collection methods (receptacles, comingled, kerbside sort etc )Residual and recycling collection frequencyThe effects of any recent or current local authority communications specifically targeted at the paper and card waste stream e.g. junk mail campaigns, detailed paper recycling information/promotionMonitoring of the same round over a successive number of weeks to ensure results are as representative as possible (taking into account the effects of any local collection trends (e.g. AWC, green waste collections) and seasonal aspects which may effect composition e.g. Christmas Note: there may be potential for additional work to be commissioned during December 2011/12 to analyse specific trends in paper and card waste produced by households across the Christmas period. You are invited to provide quotes for this additional element of work.Report detailing outcomes including….Collect, analyse and interpret primary data Summary of all activities and findings. Compile and present outcome of the paper and card composition analysis in both residual and recycling waste streamsSuggest the reasons behind any variations between local authority results (composition and HH attitudes)HH appreciation and understanding of the various elements of their paper and card waste, how it was generated and what they can do to reduce, reuse and recycle itSummarise perceived and actual barriers and misconceptions to paper and card prevention/reduction, reuse and recycling3BACKGROUNDLocal authorities in Wales have been set challenging recycling targets. By 2025 70% of municipal wastes must be recycled and only 10% of waste can be landfilled (with potential landfill bans on certain material streams). To achieve this, 90% of residents must recycle 80% of their waste. Local authorities will in time need to identify residents to target communications and understand how to develop and target their messages and services to ensure maximum participation and material capture. At present few local authorities do this. The three authorities identified to participate in this project are Blaenau Gwent, Pembrokeshire, and Wrexham. Collection systems for these authorities are outlined in the table below:AuthorityRefusePaper/card recyclingBlaenau GwentAlternateWeeklyCollectionWeekly collectionClear Bags – commingled collection of paper and cardBlue bag – commingled collection of Cans, Plastic, Glass and cartonsPembrokeshireWeeklyWeekly collectionOrange Bags – commingled collection of plastic bottles, cans and aluminium foil, newspaper, catalogues, magazines, office paper, directories and cardboardWrexhamAlternateWeeklyCollectionWeekly collectionReusable blue sack - paper & card Plastic box – cans, plastic bottles and glass
