Health Education England (HEE - the Commissioner) are putting out this notice as a PIN (Prior Information Notice) with a view to completing a Direct Award. Please note the contracting authority intends to direct award the contract to the Royal College of Psychiatrists (MindEd) for the short time period above. This is to conclude three further modules to a suite of seven current e-learning materials for the stopping over medication of people with a learning disability, autism or both with psychotropic medicines, which was previously awarded via a Tender exercise. The case for direct award can be found on the tender portal. HEE believe that it is essential to direct award to ensure the additional three sessions sit seamlessly within the suite of resources. To do so it is essential to co-produce with the same experts by experience, maintain the continuity of editorial oversight, and retain the common learning styles and delivery platform as the sessions already in production. If the existing supplier cannot continue to provide the current service to HEE, it is believed that the impact on the service will be detrimental for several reasons: •The level of collaboration required of the existing provider to work with a new entrant to produce a coherent suite of resources would add unreasonable cost and time burden •There would be a need factor in unnecessary discovery and collaboration costs for a new provider •The loss of editorial oversight and co-production with experts by experience would introduce unnecessary risk to the homogeneity of the suite of materials and confidence within the learning disability community. •Another supplier would impact the delivery timescales and cost of the programme It is envisaged that while updates of the existing material work needs to continue in 2020/21 with this supplier. An open procurement process shall be undertaken for any new related work and for product replacement as and when required.
