Conservation Specialist Services FrameworkIntroductionCadw is the Welsh Government’s historic environment service working for an accessible and well-protected historic environment for Wales. It is part of the Welsh Government’s Housing, Regeneration and Heritage Department.Our objectives: We conserve Wales’s heritage to the best possible standard. We have responsibility for some of the most significant sites in the world; We help sustain the distinctive character of Wales’s landscapes and towns; We help people understand and care about their place and history - and the place of Wales in the world; We make a real difference to people’s wellbeing in Wales.Cadw works to conserve and protect the historic environment and to promote distinctive regeneration and sustainable development through heritage.Cadw manages 128 monuments on behalf of Welsh Government Ministers. These range from prehistoric ritual and settlement sites, Roman forts and towns, ruins of medieval castles and abbeys, Renaissance houses and chapels to industrial complexes (see www.cadw.wales.gov.uk). They range in size from a single standing stone to large castles and abbeys. By providing access to these sites and using them as ‘showcases’ for the history of Wales, we aim to encourage people to explore and appreciate the historic environment.BackgroundThe monuments take a great deal of care and special attention to detail to conserve and maintain. To assist in this Cadw wishes to appoint a range of companies (and/or consortia) and are structuring a series of Pan Wales framework agreements with work allocation/packages divided into lots.Candidates will be chosen for inclusion on the framework agreements based on the most economically advantageous terms offered to the Welsh Government. This will include technical ability and quality to provide the required services and pricing proposals.Companies expressing an interest must be able to evidence relevant experience of projects worked on in the historic environment sector and must be familiar with, and subscribe to, Cadw’s “Conservation Principles, Policies and Guidance for the Sustainable Management of the Historic Environment in Wales (2011)” document (available to download from http://cadw.wales.gov.uk/docs/cadw/publications/Conservation_Principles_EN.pdf ). The Assembly Government, through Cadw, intends to apply these principles when undertaking work it carries out on sites in its ownership and care, and in considering applications which come before it for determination. Cadw also intends to apply these principles when contributing to future planning policy and guidance relating to the historic environment and programmes where it provides financial support. For the avoidance of doubt, the Framework will also be available for use by all Welsh Public Sector organisations including those within the Health, Education, Local Authority and Assembly Government Sponsored Body (AGSB) sectors.Lot 1ArchitecturalThe provision of architectural services related to the conservation and management of ancient monuments, the design, maintenance and repair of visitor facilities at those sites, and occasional advice regarding works to historic buildings and other Cadw facilities including non-historic domestic and commercial property, as required. Selected companies will work to Cadw's in-house specialist teams, and in conjunction with other specialist companies, providing full or partial architectural, technical and planning supervision services as required. This may include coordinating and incorporating other specialist advice such as structural, mechanical, electrical etc.Lot 2Quantity SurveyingThe provision of quantity surveying services related to the conservation and management of ancient monuments, the design, maintenance and repair of visitor facilities at those sites, and occasional advice regarding works to historic buildings and other Cadw facilities, as required including non-historic domestic and commercial property. The selected companies will work to Cadw's in-house specialist teams, and in conjunction with other specialist companies, providing full or partial quantity surveying, life cycle costings, planning supervision and cost control services as required. This may include coordinating and incorporating other specialist advice.Lot 3Structural EngineeringThe provision of structural engineering services related to the conservation and management of ancient monuments, the design, maintenance and repair of visitor facilities at those sites, and occasional advice regarding works to historic buildings and other Cadw facilities, as required including non-historic domestic and commercial property. The selected companies will work to Cadw's in-house specialist teams and in conjunction with other specialist companies, to design and supervise structural repairs to historic masonry, timber framing and earthworks using traditional and modern techniques. This may include coordinating and incorporating other specialist advice. Also to advise on and design sensitive structural solutions for new work within or in close proximity to the monuments and their protected archaeology. This can include the repair, adaptation or construction of a range of visitor facilities. Lot 4Mechanical and Electrical EngineeringThe provision of mechanical and electrical consultancy services related to the conservation and management of ancient monuments, the design, maintenance and repair of visitor facilities at those sites, and occasional advice regarding works to historic buildings and other Cadw facilities, as required including non-historic domestic and commercial property. This may include coordinating and incorporating other specialist advice. The selected companies will work to Cadw's in-house specialist teams, and in conjunction with other specialist companies, to advise on, design and supervise the full range of services to Cadw’s facilities at the sites in care. This will include all current and planned power, lighting, heating, water supply and security installations, etc. These need to have a minimal impact on the historic fabric and to any buried archaeological remains. Cadw has a commitment to sustainability, therefore a key role of the supplier will be to identify ways of improving Cadw’s energy efficiency and reducing its carbon footprint, minimising the use of water and developing micro-generation schemes wherever possible.Lot 5AccessibilityThe provision of accessibility services related to the conservation and management of ancient monuments, the design, maintenance and repair of visitor facilities at those sites, and occasional advice regarding works to historic buildings and other Cadw facilities, as required. Selected companies will work to Cadw's in-house specialist teams and in conjunction with other specialist companies, to assist Cadw in maintaining compliance with its statutory obligations under the Equality Act, Disability Discrimination Act, the Disability Equality Duty and Welsh Government Policies. This may include coordinating and incorporating other specialist advice. Also to assist Cadw in widening accessibility to its own heritage assets and to the historic environment generally throughout Wales.Lot 6Ecology/Bio-DiversityThe provision of ecological and bio-diversity services related to the conservation and management of ancient monuments, the design, maintenance and repair of visitor facilities at those sites, and occasional advice regarding works to historic buildings and other Cadw facilities, as required. Selected companies will work to Cadw's in-house specialist teams, and in conjunction with other specialist companies, to assist Cadw in maintaining compliance with its statutory obligations under the Wildlife and Countryside Act 1981, the Environment Protection Act 1990, The Conservation of Habitats and Species Regulations 2010, Environmental Information Regulations 2004 and Welsh Government Policies. This may include coordinating and incorporating other specialist advice.Lot 7Civil EngineeringThe provision of civil engineering consultancy services related to the conservation and management of ancient monuments, the design, maintenance and repair of visitor facilities at those sites, and occasional advice regarding works to historic buildings and other Cadw facilities, as required including non-historic domestic and commercial property. This may include coordinating and incorporating other specialist advice.. The selected companies will work to Cadw's in-house specialist teams and in conjunction with other specialist companies, to design and supervise for work within or in close proximity to the monuments and their protected archaeology. This can include the repair, adaptation or construction of a range of visitor facilities, the provision of vehicular and pedestrian access, safety works, drainage, and water management.Lot 8Health and SafetyThe provision of health and safety services related to the conservation and management of ancient monuments, the design, maintenance and repair of visitor facilities at those sites, and occasional advice regarding works to historic buildings and other Cadw facilities, as required including non-historic domestic and commercial property. This may include coordinating and incorporating other specialist advice. Selected companies will work to Cadw's in-house specialist teams and in conjunction with other specialist companies, to assist Cadw in maintaining compliance with its statutory obligations and Welsh Government Policies. Lot 9CDM (Construction Design Management) CoordinationThe provision of a full range of CDM services related to the conservation and management of ancient monuments, the design, maintenance and repair of visitor facilities at those sites, and occasional advice regarding works to historic buildings and other Cadw facilities, as required including non-historic domestic and commercial property. This may include coordinating and incorporating other specialist advice. Selected companies will work to Cadw's in-house specialist teams and in conjunction with other specialist companies.Lot 10Landscape ArchitectsThe provision of landscape architectural services related to the conservation and management of ancient monuments, the design, maintenance and repair of visitor facilities at those sites, and occasional advice regarding landscaping works to historic buildings and other Cadw facilities, as required including non-historic domestic and commercial property. This may include coordinating and incorporating other specialist advice. Selected companies will work to Cadw's in-house specialist teams and in conjunction with other specialist companiesLot 11Building SurveyingThe provision of building surveying services related to the conservation of ancient monuments, the design, maintenance and repair of visitor facilities at those sites, and occasional advice regarding works to historic buildings and other Cadw facilities, as required including non-historic domestic and commercial property. This may include coordinating and incorporating other specialist advice. The selected companies will work to Cadw's in-house specialist teams and in conjunction with other specialist companies.Lot 12High Level Masonry SurveyingThe provision of high level masonry surveying (e.g. wall tops) services related to the conservation of ancient monuments, the design, maintenance and repair of visitor facilities at those sites, and occasional advice regarding works to historic buildings and other Cadw facilities, as required. The selected companies will work to Cadw's in-house specialist teams and in conjunction with other specialist companies.Lot 13Project ManagementThe provision of Project Management services related to the conservation and management of ancient monuments, the design, maintenance and repair of visitor facilities at those sites, and occasional advice regarding works to historic buildings and other Cadw facilities including non-historic domestic and commercial property, as required. Selected companies will work to Cadw's in-house specialist teams and in conjunction with other specialist companies, providing project management and planning supervision services as required. This may include coordinating and incorporating other specialist advice such as structural, mechanical, electrical etc.
