Portsmouth City Council (the 'Council') is seeking to procure construction consultancy services to enable delivery of major refurbishment works to 2 high rise residential tower blocks.The main aim of the works will be to improve the thermal properties of the buildings so as to reduce heat loss through the building fabric and provide a better living environment for residents. In order to achieve this, a whole building solution is required with the aim of achieving an EnerPHit certified scheme.The estimated value for the consultancy services contract, which is the subject of this procurement exercise, is between GBP 500 000 - GBP 600 000. The estimated value of the refurbishment works is between GBP 8M - GBP 12 M.In regards of the consultancy services contract, it is envisaged that the NEC 3 Professional Services Contract Option A – priced contract with activity schedule will be used. Break clauses will be included within the contract which may be invoked in the event of, for example, discovery of major structural issues or materialisation of major financial viability issues which could prevent delivery of the refurbishment works.The Council is aiming to award the consultancy services contract by 5.2.2015 in order to allow for service commencement by 2.3.2015. The Council's target for commencement of refurbishment works is 17.10.2016 with a target completion date of 4.6.2018 and a following one year rectification period. The consultancy services contract will run up until the end of the works rectification period which will end on 4.6.2019 if the aforementioned target dates are met.The deadline for submission of requests for clarification is 26.9.2014 23:59 with the deadline for submission of completed pre-qualification questionnaires following on 3.10.2014 12:00. The Council's target date for issue of tender documentation to the shortlisted organisations is 20.10.2014.
