Construction of the Primary Infrastructure for the Felindre Strategic Business Park and Targeted Rec
Descriptions
2.1.1The former tin plate works at Felindre, Swansea is to be developed, in a Joint Venture between the Council and Welsh Government, into an exemplar Strategic Business Park comprising 12 individual plots, currently phased in two parts: phase 1 – plots 1 to 8 and phase 2 – plots 9 to 12 (see drawing 3511376A-HHC/023). This PQQ and the subsequent ITT documentation form part of the process of appointing a contractor to construct the primary infrastructure for the Business Park site. 2.1.2The Tinplate Works was decommissioned in 1989 and demolished in 1996 with reclamation and remediation works undertaken in 1998/1999. In 2007, a Development Framework and design code document was prepared as a condition of the planning approval for the site. The preliminary and detailed design, from which the primary infrastructure will be constructed, has been developed in accordance with this document. 2.1.3The full scheme (phases 1 and 2) will broadly consist of the following works:-•Residual site clearance and ecological mitigation measures•Earthworks re-profiling across the site to formation level in readiness for the development of individual plots, including the stripping and storage of existing topsoil for reuse. This may include some contaminated land remediation work and handling of bio-remediated material•Management of invasive weed growth, including Japanese Knotweed, in areas that are part of the earthworks re-profiling•Handling of fly tipped asbestos material including disposal of it in an appropriate manner.•The construction of the business park primary access road, associated surface water drainage, road signs, markings and street lighting, along with footways across the site. •The diversion of existing and construction of new utility services to serve the development plots i.e. gas, water, electricity, BT and cable foul and surface water drainage. •The construction of the new southern access section of road between the proposed access road and the proposed stopping up of the Felindre Road.•Associated services to serve the new Southern Access from the Felindre Road i.e. utilities, street lighting and drainage.•The diversion of the existing watercourse running north to south (together with the affluent watercourse that runs from the west to east and some smaller streams that feed into the existing watercourse). The watercourse will be diverted to the western boundary of the site•Accommodation works in associated with the above worksIt is estimated that the total value of the full scheme identified in 2.1.3 above i.e. plots 1 to 12, to be in the region of £5.8m. The current available budget however is approximately £4.8m, which is anticipated as the minimum which will allow re-profiling of the whole site and delivery of Phase 1 i.e. fully serviced and accessed plots 1-8.The client wishes to maximise the works possible within the available budget. Competitive tendering may allow additional works to be brought forward in addition to Phase 1 (i.e. plots 9-12). The client is also seeking additional funding, although there is no certainty that this will be successful.
