This document sets out the Tender Documentation, Terms & Conditions and general information relating to the invitation to tender for the provision of consultancy services to develop a long-term costed waste management business plan template and associated guidance including provision of a model template, an analysis of current waste management business planning practice in Wales and recommendations on good business planning practice from Wales and elsewhere (including exemplars from the rest of the United Kingdom). •To develop a long-term costed business plan template and associated guidance to inform Local Authorities in their waste management business planning against defined WAG/WLGA objectives.•To inform WAG/WLGA in giving support to Local Authorities to develop their long-term costed waste management business plans within the context of broader support to achieving waste and recycling targets.•To understand current waste management business planning among Local Authorities in Wales including current practice and issues, opportunities, barriers etc.•To understand relevant examples of waste management business planning from elsewhere (including exemplars from the rest of the United Kingdom) and make recommendations on what good practice could transfer to Wales.
