The Council's HR & Payroll Service currently utilises a hybrid operating model with:1. Corporate HR staff providing operational support to the 3 smallest service areas:— Finance and Customer Services— Corporate— Chief Executive2. Dedicated in-service HR staff providing operational support to the 3 largest areas:— Learning and Leisure— Regeneration and Environmental— Housing and Social Work3. A dedicated Payroll team within Finance and Customer Services that serves the full Council as well as dealing with external agencies. The Cyborg System utilised is the only system which currently has payroll functionality. Other systems listed below use and extract data that feed into the payroll system via spreadsheet and feeder format.Employee HR and Payroll information is currently stored and processed across 4 different legacy systems: Internally hosted: Cyborg; MySWIS; BCMS; and Externally hosted: SEEMIS.Recent analysis has shown that there are limitations within the current environments and the Council needs to consider how best to provide HR and Payroll functions utilising modern IT and processes. The ongoing development and support of these multiple systems and processes requires duplication of effort and is resource and time intensive for the provision of management information. A new approach is needed for HR and Payroll within the Council which is modern, flexible and adaptable, and will provide management information more speedily with more efficient ways of working which will deliver efficiency savings for the Council.In order to procure the best solution, the Council is looking to engage an experienced Contractor to assist with the transformation of its HR and Payroll services and processes.
