Consultancy Support for the creation of an NPDO to deliver Leisure services in Torfaen

The Council is reviewing it's leisure services provision, and has concluded that the medium term service and financial objectices could be better delivered either through the transfer of the service to an existing Non Profit Distributing Organisation (NPDO) (with Leisure management experience) or through the Council pro-actively seeking to create an NPDO as a special purpose vehicle to which to transfer the service in due course.No decision has been taken and the Cabinet has asked the officers to progress 3 separate, but related sets of activety around; Improving the efficiency of the service Exploring the possibility of setting-up a bespoke NPDO Inviting EOI from existing NPDO'sThe brief therefore invites suitably qualified and experienced companies or individuals to assist in providing the following elements on a supplied services basis for a fixed period of time;PACKAGE 1: Detailed report and business case Best form of legal oganisation to meet the objectives Validate and advise on the achievement of the modelled VAT and NNDR benefits Advise on Governance Advise on employee related issues Provide a detailed process, resource plan and timetable for establishing the organisation Adivise on legal agreements Provide the necessary model documentation Advise on the process of preparing for the transfer of staff tothe NPDO Model the impact on the Council's existing support services and identify any legacy costs and make recommendationsPACKAGE 2: Assist the in-house team in identifying operational efficiencies and changes to enable the service to stay within financial limits Advise on governance issues if the Council partners with an existing supplier Review and advise on the key capital reqirements Provide a summary report with recommendationsPACKAGE 3: Assist the Council to provide an appropriate set of outcome indicators and performance measures Assist the Council in the evaluation of any completed EOI forms and participate/advice on areas for negotiationThe above is not an exhaustive description of the requirement, but gives a flavour of what is required and expected from the successful supplier - a more detailed description is contained within the ITT
