This is a voluntary ex-ante transparency notice to notify that Norfolk and Waveney ICB are direct awarding a Caretaker Contract to provide primary medical services under an APMS Contract to the Greater Norwich population at Norwich Practices Health Centre, co-located Walk In Centre services and the Vulnerable Adults Service through the Inclusion Health Hub. This contract is effective from 11 December 2023 until 31 March 2025.

Nature and extent of the modifications (with indication of possible earlier changes to the contract):
Due to the abandonment of a competitive process undertaken by Norfolk & Waveney ICB in 2024 this resulted in a non-award and therefore the commissioner requires continuity of services whilst they undertake a new competitive process in 2025 to award a longer-term solution.
Therefore Norfolk & Waveney ICB need to extend the current caretaker contract for 12 months to allow a competitive process to be carried out.
Lifetime value of the 12 month modification contract is £10,332,537 which is a change of the lifetime value of £3,812,847 and the contract is being delivered between the following dates;
Original Contract - 11th December 2023 - 31st March 2025
Modification Period - 1st April 2025 - 31st March 2026

Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee.
Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:
The justification to why the modification was made under urgent circumstances was due to the abandonment of the competitive process and to ensure continuity of services.
Under regulation 14 (2)(a-c) of the Healthcare Services (Provider Selection Regime) Regulations 2023 which states the following:
14.—(1) Regulations 6 to 13 are subject to this regulation.
(2) Where a relevant authority considers that—
(a)an award or modification must be made urgently,
(b)the reason for the urgency was not foreseeable by and not attributable to the relevant authority, and
(c)delaying the award of the contract or modification to satisfy the requirements of regulations 6 to 13 would be likely to pose a risk to patient or public safety,
