To provide the seasonal cleansing of 9 public conveniences 4 times per day on weekdays, weekends and Bank Holidays for 18 weeks at the following locations/facilities:•Caswell - Caswell Bay Car Park, SA3 3BT•Langland - Langland Bay Car Park, SA3 4QP•Bracelet Bay - Bracelet Bay Car Park, SA3 4EN•Oystermouth Square (Car Park) - Mumbles Road, SA3 4AA•Southend - Mumbles Road, SA3 4EA•Blackpill - Mumbles Road, SA3 5DG•Oystermouth Castle - Castle Grounds, SA3 4BA•Knab Rock - Mumbles Road, SA3 4EE•Marina – Trawler Road, SA1 1DNMale, Female & Disabled Toilets all to be cleaned 4 times per day, 7 days a week.Current Cleansing Method:• Toilets – to be cleaned using seligene ultra colour coded bucket and cloth, toilet cleaner to be applied;• Wash Hand Basins – to be cleaned using seligene ultra colour coded bucket and cloth;• Toilet Floors (tiles) – to be swept and mopped daily using Apple Fresh, Disinfectant or Bleach;• High Level Dusting – to be undertaken twice monthly using appropriate equipment;• Building only waste to be removed and disposed of by contractor (disposal facilities provided by the Council at Home Farm Depot);• Suggested cleaning time slots every two/three hours between 8am – 8pm;Cleaning Materials:Option 1 – Swansea Council to provide (exclude this price)Option 2 – Contractor to provide materials•Before tendering, bidders are advised to visit the site to ascertain all relevant conditions and means of access, to thoroughly acquaint themselves with the extent and nature of the project;•A site visit is recommended and can be arranged by contacting Stuart Rees (Operational Area Manager) on 07796 275249;•Please convey any queries associated to this tender via the e-tender wales portal.Added 14-04-2022Lot 2 – Six d (6) x Operatives for the Seasonal Cleansing of the Beach/Promenade AreasAim:It has transpired that the Council have an additional requirement now for Six (6) Operatives for Seasonal Cleaning of Beach Promenade Areas, We have amended the RFQ, Specification & Pricing Schedule to reflect the additional operatives and have referred to this requirement as Lot 2. It is entirelyoptional if you would like to provide a price for the Six (6) Operatives for Seasonal Cleaning of Beach Promenade Areas Lot 2. The additional requirement is not going to be evaluated or scored as part of the tender evaluations and bidders will not be any way disadvantaged if they do not offer a cost for Lot 2, there is no obligation for you to quote for both Lots.To provide 6 x Operatives for the seasonal cleansing of the beach/promenade areas on weekdays, weekends and Bank Holidays for 18 weeks between 12 noon and 8pm at the following locations/facilities:1.Caswell Bay and Langland Bay including associated promenades(2 x Operatives);2.Knab Rock, Oystermouth Square, Blackpill and associated beach/promenades(2 x Operatives);3.Civic Centre Steps, 360 Centre and associated beach/promenades up to the Observatory (2 x Operatives);Objectives:•To provide general cleansing at these key prestige destinations;•To allow the Council’s current cleaning resource to be redirected to other areas on Gower including Horton, Port Eynon and Rhossili;•To minimise the number of complaints received by the Council;•To help support local business and tourism;•To ensure all Health and Safety/ Safeguarding requirements are followed at all times where appropriate.Timetable:•Invitation to tender:Immediately•Submission date:02/05/2022 (12 noon)•Proposed tender award:09/05/2022•Contract start date:16/05/2022 for 18 weeks (with potential to extend by 4 weeks)General Cleansing duties required at each area (1 – 3 above):•Frequent monitoring and emptying of litter bins as required;•Litter picking the beach/promenade areas as required;•Use of two bag ‘recycling on the go’ arrangements whilst litter picking;•Other cleansing duties (weather dependant) as and when required e.g. sand clearance from the promenade area;•Distribution of waste/recycling bags to the public on the beach to encourage disposal of their waste during periods of high footfall;•The Cleansing Section will provide all consumables (e.g. refuse/recycling bags etc.), and any equipment required (except transport) and the Cleansing Section will ultimately be responsible of all waste collected (Skips, etc)Familiarisation:•Before tendering, bidders are advised to visit the sites to ascertain all relevant conditions and to thoroughly acquaint themselves with the extent and nature of the project;•A site visit is recommended and can be arranged by contacting Stuart Rees (Operational Area Manager) on 07796 275249;•Please convey any queries associated to this tender via the e-tender wales portal.Monitoring Arrangements:•Representatives from Swansea Council’s Cleansing Team will undertake regular inspections to ensure contract compliance.
