This contract covers the provision of direct care and support across 2 supported living houses. Three people will live in each house and the houses will be part of a larger extra care development that will include accommodation for older people and people with dementia. The tenants in each of the properties will have Autism and are likely to demonstrate behaviours that challenge providers.The Council intends to award a contract for a period of three years incorporating a transparent auditable and outcome based pricing mechanism, with all costs fixed for the whole contract term, with the option to extend the contract for a further two years (renewable annually). An element of the payment for this contract will be based on the successful achievement of agreed outcomes for the individuals living in the projects. The percentage of payment dependent on outcomes will be negotiated with the successful tenderer.The Council is determined that only companies that have been registered, or are in the process of being registered, with the Care Standards Inspectorate for Wales (or equivalent in other EU countries) and have a proven track record of contracts of this size and complexity will be invited to tender A possible requirement of the contract is central billing (BACS), and applicants will be required to demonstrate their ability to fully comply. The Council also requires short listed applicants to make formal presentations on their proposals for managing the contract to an evaluation panel that will include people who use services and/or their families as part of the final selection process.
