Norwich City Council and Broadland District Council are seeking to enter into an agreement for the provision of contract funerals for three years from 01 February 2016 with the option to extend for a further two years subject to service requirement. Under Section 46 of the Public Health Act 1984 councils have a statutory duty to make arrangements for the disposal of a deceased’s body if the deceased has no family to arrange a funeral. This applies only to those who die in a property – those who die in hospital are the responsibility of the Primary Care Trust. The coroner will notify Council’s whenever they are unable to find any relatives who are willing and able to arrange a funeral for a deceased person. In the event that there is no-one else able or willing to organise a funeral Councils have a duty to instruct a Funeral Director to make all necessary arrangements for a contract funeral / cremation.
