Contract Specification for a Regional Hub Supply Chain LeadMenter Môn was established in 1995 to deliver EU rural development programmes. It is a third sector company with a board of directors made up of the private, voluntary and community sector.Menter Môn is a social enterprise with 20 years’ experience of delivering rural development projects across North Wales, including:•Lead Body for the joint Anglesey and Gwynedd FLAG Project (Fisheries Local Action Group)•coordinated the Glastir Commons Project in Gwynedd, Anglesey, Conwy and Ceredigion between 2013 and 2015•delivered a range of EU funded projects in partnership with Anglesey, Gwynedd, Conwy and Denbigh local authorities. These included Cyfenter and Shaping the Future (both ERDF funded)In February 2015, it became the administrative body for the LEADER programme in both Anglesey and Gwynedd. The LEADER programme operates from their offices at the Town Hall in Llangefni (Anglesey), and the High Street in Porthmadog (Gwynedd).Menter Mon are seeking an experienced supply chain contract Manager to develop and establish a local food and drink hub for North Wales.1.BackgroundThe ‘Pantri Mon Larder’ 2year project aims to develop a regional supply chain hub to ensure regional producers and processors can respond to the opportunities arising from major existing infrastructure or those in development in Wales. It is envisaged that medium to large organisations in the region will have a food and drink requirement, and ready access to a local supply chain will facilitate local purchasing.The project will pilot a producer driven model which will strengthen existing regional and local supply chains, as well as creating new ones where gaps exist. The strengthening is key to the development of a stronger local food and drink offering.The project will seek to establish a vehicle which can achieve the following:1.Determine the food and drink requirements of regional organisations and developments, initially North Wales. (Wylfa Newydd, Bluestone etc)2.Work with key partners to identify and to plug gaps in the local supply chain.3.Establish a producer led hub in order to service the food and drink requirements of identified medium and large organisations and developments.4.Select and adopt systems (including IT) which will support the pilot’s aims and objectives.5.Identify and develop a food and drink standard for the hub to adopt in collaboration with the producers, inward investment companies and Welsh Government.2.Supply Chain LeadThis role is central to the project. The supply chain CM will be responsible for building the relationships between Môn Larder, the producers and suppliers, as well as the customers i.e. large developments. The role will briefly include –1.Designing and driving the agreed producer and supplier engagement2.Engaging with large scale developments and interrogate supply chain opportunities.3.Developing the infrastructure for the model including technical, statutory and IT requirements.4.Developing the projects producer and supplier support requirement5.Liaising with relevant agencies (e.g. YMCC, Coleg Llandrillo Menai) and projects such as Helix and Cywain6.Liaising with and reporting to the project Steering group including identification of producer led representation3.Detailed specificationProject PeriodThe project runs from engagement date to 30th April 2020.Project DeliveryThe following project deliverables are expected –1.Developing the hub model – Development and establishment of a producer led Food and Drink Hub, similar to such hubs as Somerset Larder. This will include engagement with the Project Steering group, identifying sectoral lead within the steering group, technical, statutory and IT requirements. Specifically, the project will deliver a specific mentoring and specialist consultant advice to each sector lead. Their function will be to develop a business’s role within Môn Larder and provide a central contact to the sector they represent. A separate budget exists for specialist support and IT infrastructure.2.Food and Drink Producer/Processor engagement – It is estimated that the hub will work with approximately 100 producers and 50 processors over the 2 years, delivering 17 producer support workshops. The producers and processors will be of varying size as required by the hub model. Small producers may be encouraged to develop supply partnership’s but all will be sign posted to agency support. Production of a digital food map for the region is expected.
