The letting of 2 area-based contracts and 2 reserve contracts to carry out major refurbishment works in empty Westminster City Council homes (‘major works voids’) as they occur throughout the year and across each contract area. These refurbishment works are required in order to bring the dwellings back into letting.One contract covers the combined North and West areas of the City and the other covers the combined Central and South areas of the City. The 2 contract areas cover approximately 11 900 dwellings of Westminster City Council's general housing stock. The dwelling numbers within each contract area are: North and West — approximately 5 600; Central and South — approximately 6 300.The contracts will also cover additional dwellings managed by Westminster City Council (and/or Citywest Homes Limited on behalf of Westminster City Council) on behalf of other landlords or external providers under existing business arrangements. Currently, there are approximately 250 such dwellings in the North and West contract area and approximately 200 such dwellings in the Central and South area. Additionally, the contracts will cover any dwellings which may come into Westminster City Council's management (and/or the management of Citywest Homes Limited on behalf of Westminster City Council) under possible future business arrangements.The significant majority of dwellings across both contract areas are flats in purpose built blocks situated on estate areas known as villages. Some dwellings are flats in converted street properties, of which approximately 150 are in the Central and South contract area and approximately 1 100 are in the North and West contract area. Approximately 700 dwellings are houses, almost all of which are in the North and West contract area. The City Council's stock portfolio is extremely diverse including tower blocks, large system-built estates, street properties, houses and a number of small estates. Most properties were built between 1 900 and 1 970. Approximately 10 % of the City Council's overall stock was built before 1 900; approximately 12 % of the overall stock is listed and over a third of the stock is in a conservation area.Works to be performed under each contract will comprise:— structural repairs including underpinning,— damp-proofing,— roof repairs and renewal,— window replacement and repairs,— renewal of kitchens and bathrooms,— renewal of electrical installations,— central heating installations,— general carpentry and brickwork repairs,— plastering,— decorations,— ancillary refurbishment works.It was the Authority's intention to appoint the runner-up for the main contract in each contract area as the reserve contractor for that area. For the avoidance of doubt, reserve contracts are let on the basis of the pricing bid by the relevant contractor for the main contract.For the purposes of these contracts a ‘major works void’ is defined as an empty home (either owned or managed by Westminster City Council) requiring major refurbishment and with a works value exceeding 5 000 GBP and up to 80 000 GBP single order value per property.
