The Independent Commission for Aid Impact (‘ICAI’) is the independent body responsible for scrutinising UK aid. ICAI focuses on maximising the effectiveness of the UK aid budget for intended beneficiaries and on ensuring that value for money is delivered for UK taxpayers. ICAI carries out independent reviews of aid programmes and of issues affecting the delivery of UK aid to provide evidence and clear recommendations to support UK Government decision-making and to strengthen the accountability of the aid programme. ICAI's reports are written to be accessible to a general readership and a simple traffic light system is currently used to report ICAI's judgement on each programme or topic reviewed. ICAI's primary objective is to develop and publish transparent, impartial and objective reports, assessing value for money alongside delivery and impact on the ground. Through its work, ICAI aims to contribute to improved impact, effectiveness and transparency of UK Official Development Assistance. ICAI launched on 12.5.2011 and the current phase of its operations, including the contractual arrangements, is due to end in Spring 2015. A new contracted out service provider (‘the Supplier’) is therefore being sought for Phase 2.
