Central London Community Healthcare NHS Trust (the ‘Trust’) is undertaking a transformation project across the Trust. As part of the transformation project the Trust is looking to engage a strategic partner to work with it on the transformation programme for its corporate support services. The Trust's objectives are to: simplify; streamline and automate internal processes as much as possible; develop a value adding, business focused support service with greater clarity and agreement of expectations; provide an 'enabled service' powered by technology; adopt an organisational model that is more responsive and adaptable to the changing needs of the Trust; be proactive across all spheres of influence. The Trust wishes to engage a strategic partner who will from the outset deliver a set of, primarily, transactional services (this was referred to as phase one in the Trust's Information Memorandum) (the ‘Core Requirements’). The Core Requirements include HR, finance, IM&T and property and facilities maintenance. In particular the Trust is seeking the provision of the following: HR, recruitment; payroll; temporary staffing; resourcing; workforce information services. Finance: accounts payable; accounts receivable; debt control; operational procurement; financial systems and support; and business informatics report production services. IM&T: delivery management; infrastructure; software development; user application support and development; business systems training; service desk; application and data processing services. The strategic partner may also be required to manage the Trust's approximate 21 000 000 GBP capital IT investment over a 5 year period. Property and facilities maintenance: disposals and acquisitions; facilities services and management; estate and facilities managers and support officers; energy monitoring and management; management of capital works and backlog maintenance; statutory compliance monitoring; and health and safety monitoring services. The Trust is looking for a strategic partner who can deliver opportunities for improvements and benefits from automation and economies of scale in the provision of the Core Requirements.The Trust is proposing to structure the contract so as to provide for the opportunity (at the Trust's discretion) to increase the scope of services beyond the Core Requirements provided by the strategic partner where the Trust considers that the strategic partner can offer tactical and strategic elements of its corporate function. These areas would include patient administration services; project and programme management; and supporting growth of the Trust's work.The Trust also anticipates providing, within the contract, for the possibility (at its discretion) to include the following activities within the scope: insight function; strategy and business planning; communications; contracts and commercialisation; employee health. The Trust is letting a contract for up to 10 years, initially for a period of 7 years with an option to extend for a further 3 years at the Trust's discretion.
