CP1015-14F Economic Evidence Framework.

DCC is looking to establish a framework to deliver analytical outputs for Devon, which will include both planned and ad-hoc economic analysis, evaluation, research and monitoring. This framework will also be available to Somerset County Council and the Heart of the South West Local Enterprise Partnership (HotSW LEP) and will operate across three Lots.These lots are as follows:Lot 1 – Planned Local Economic Assessment and Regular Economic ReportingLot 2 – Specialist Economic Research ProjectsLot 3 – Bid Writing and Funding Technical SupportAll Lots under this framework will be in operation for an initial 12 Months, with the option to extend the contract for further three, 12 month periods (Please note that funding is currently only guaranteed until March 2015)The budget for this contract is influenced by internal and external funding streams that will be leveraged from other sources, for specific pieces of research. Therefore, the overall external budget allocated for this contract cannot be determined at this stage but the internal budget is likely to be in the region of GBP 82 000 per year.The framework will provide a comprehensive and robust evidence base to ensure that DCC and other potential users of the framework are aware of the issues and challenges facing their respective economies. This will support and underpin the activities of DCC's Economy and Enterprise Team, the wider work of the County Council, as well as support any research needs required by the Somerset County Council and HotSW LEP.Contractors can bid for one or more Lots, however they will be required to adopt a flexible approach as some pieces of work may need to be undertaken at short notice.All Lots will contribute to the overall objectives of the framework which are as follows:— To improve council wide and LEP decision making - based on strong economic evidence.— To inform strategy development by ensuring interventions are based on solid economic evidence and not conjecture.— To assist project development through research, analysis, evaluation and impact measurements.— To assist realistic funding bids through the provision of high quality economic appraisal.— To provide intelligence and analysis of key funding and policy developments at a national and EU level.— To assist with monitoring and evaluating performance.— To assist with the lobbying of MPs and government departments through the provision of briefings and relevant analysis— The establishment of the County Councils and the LEP, as authoritative leaders on economic affairs in the sub region
