Creating a Sustainable Future for Wales

The Welsh Government has adopted sustainable development as its central organising principle. The statutory Sustainable Development (SD) Scheme, One Wales: One Planet defines sustainable development and sets out the Welsh Government’s vision of a sustainable Wales. In addition the Welsh Government has a commitment to achieve 3% reductions in greenhouse gas emissions in areas of devolved competence from 2011. The Climate Change Strategy sets out how the commitment will be achieved, and how we will adapt to the unavoidable consequences of climate change.Implementing the SD Scheme and Climate Change Strategy will involve change across all sectors of society in order to develop more sustainable ways of living. The Welsh Government will need to provide knowledge based leadership and support to enable this widespread understanding and change to happen. The engagement framework of exemplifying, enabling, encouraging and engaging which will direct the provision of support is set out in the Climate Change Strategy. This includes more than the basic provision of information, which it is clear does not lead directly to change. There are a number of other areas beyond the work directly led by the SD Scheme and the Climate Change Strategy, which will also deliver on the same agenda of building a stronger, more resilient and sustainable Wales. These are defined in the SD Scheme, and include areas such as health, public service delivery, skills development, enterprise, community resilience, energy use and transport. In order to achieve the outcomes set out in the strategy documents, there is a need for independent engagement and enablement work to increase action across Wales, and for a mechanism to feed back the learning from this work, and from excellent practice internationally, to Government, so that barriers to action can be addressed and policy can continue to be developed.
