Creating quality systems and implementing effective practice for learning in prisons

Over the past three years, the ETF has worked with the offender learning workforce to develop a substantial sector led offer. We wish to build on and incorporate these activities into a system which will support and prepare the secure estate for the new world of learning. From April 2019, prison governors will have the responsibility of developing and implementing a vision for learning for their prison. In order to make this vision a reality, it is imperative that all staff working within prisons understand their role in supporting it and the part they play in a prisoner's rehabilitative journey. It is also important that the systems and structures in place, both within and across the prison estate, enable governors to identify whether their learning offer is effective and to be able to draw on examples of effective practice from other prisons. The ETF are looking to commission a delivery partner(s) to develop and pilot a quality framework and processes to support the implementation of the governor's vision for learning, creating mechanisms to ensure prison staff are working towards this vision and, to test that the commissioned learning offer is effective.
