Creation and Implementation of a Development and Assessment tool for the Flying Start Programme in Wales - C109/2011/12.The Department of Health, Social Services and Children within the Welsh Government wishes to invite suitably qualified suppliers to bid for the provision of a development and assessment tool for Flying Start which would be appropriate for children aged 0-5.It is anticipated that the contract will be awarded for a period of 12 months with an option of extending to 24 months if Welsh Government require.The aim is to provide a screening tool for developmental assessment of Flying Start children. The tool should assess development in a variety of areas including linguistic, locomotive skills, visual, hearing, social and cognitive development and be suitable for a wide range of abilities, identifying developmental delays or improvements over a period of time.The requirement is also to provide an element of training to ensure the assessment can be easily administered by professionals working with children. The tool should provide an assessment that is sensitive enough to monitor even minor developments, providing data in a format that will support the Welsh Government’s evaluation of the Programme.A copy of the draft specification will be made available to applicants which describes fully the contract requirements.Payment terms will be indicated in the contract documents. Tenders to be priced in sterling. Payments will be made in sterling.The Contract will have an option to extend the duration up to a period of a further 12 months.
