Creation of a revenue income stream from the use of emergency generators at Ysbyty Gwynedd

Betsi Cadwaladr University Health Board (BCUHB) have just completed a major capital investment project at the Ysbyty Gwynedd site which included the complete replacement of its electrical infrastructure. This project has provided the site with a G59 Long Term Parallel Connection facility with the District Network Operator’s electrical supply (Scottish Power) which is rated at 3MVA import, 4MVA export. The new electrical infrastructure also includes the provision of two no. 2.2MVA emergency generators configured for long term parallel operation and export.This connection facility has provided BCUHB with an opportunity to generate a revenue income by offering the use of the emergency generators via a remote connection arrangement to an “energy management partner” that provides Short Term Operating Reserve (STOR) to the National Grid. Additional savings against the present expenditure on electricity imported to the site may also be achieved through Triad management by running the generators during Triad periods.BCUHB considers the prime use of the sites generators is to provide an emergency source of electrical power during failures of the electrical supply to site and so this must take priority over all other arrangements involving the generators. It also considers it essential in order to provide the level of reliability required for the provision of emergency power, the capital equipment must be maintained to the highest standard. BCUHB therefore will set limitations on the use of the generators for STOR and Triad management which will need to be agreed within the terms and conditions of a formal contract to be entered into between the energy management partner and BCUHB. Typical limitations might be a capped maximum number of running hours per annum.BCUHB are therefore seeking interest from companies that consider themselves in a position to offer a service as described in the brief overview above.
