Descriptions

S4C is the only Welsh language television channel and one of the UK's five public service television broadcasters. It is an independent broadcasting authority established under the Broadcasting Act 1981 and regulated by the Communications Act 2003 and the Broadcasting Act 1990.S4C provides a broad range of high quality and diverse programming in High Definition and Standard Definition. The channel airs over 115 hours of Welsh language programming each week. In addition to the above the S4C programme content is available to watch live on the S4C website via broadband and S4C Clic, the S4C catch up service, via the BBC iPlayer and on YouView, Smart TVs, Sky, Freeview and many other platforms.S4C is uniquely funded through a mixture of grant in aid, commercial revenue and licence fee contribution from the BBC. In addition, the BBC supplies ten hours a week of programming funded from the licence fee.S4C wishes to enter into one or more contract(s) for the following services.The Services are divided into the following lots (contracts):Lot 1 S4C’s Subtitling Service• English subtitling service;• English subtitling service for live programmes and programmes that are delivered close to TX;• Welsh subtitling service;• Burnt In Subtitles (BIST);Lot 2Audio description service; andLot 3On-screen signing (BSL) service.Tenderers may submit a tender for any number or combination of individual lots.Tenderers may wish to offer a reduced price for a package of lots, this is permissible, please see further details at part 3.2 of the Invitation to Tender attached to this Notice.A further description of each of the lots is available in Appendix 3 of the Invitation to Tender attached to this Notice.
