Day Service Provision for Older People & Older People with Dementia in Cardiff

The expectations of older people have changed. People want more choice and control over the support they receive and this has impacted on the type of services and activities older people want to access. In response to this, The City of Cardiff Council are developing a new model of community based services.The redesigned service will aim to:-• target prevention, in order to reduce the number of older people in crisis and enable older people to continue living in their own homes for longer• support informal carers• ensure that service users and carers are at the centre of arrangements we make with them or on their behalf• develop a service model which reflects the increasing complexity of older people’s requirements for support including people with high care and support needs or dementia• commission services which are near the home of people who require services within a safe and secure environment• safeguard vulnerable adults by making arrangements to protect them from harm, act in their best interests when they are unable to make their own decisionsThe Council is reviewing a range of options for the future provision of day services and is particularly interested in exploring the role Residential and Nursing care homes can play in facilitating this provision.We are interested in hearing your views about ways to move forward, whether you are currently delivering day service opportunities within your care home or whether you feel that through your knowledge and experience of the user group that this might be an area of service you would be interested in developing. You may have a different and valuable perspective on service delivery to meet the needs of the service users in this situation.At the moment it is not possible to indicate the number of service uses for whom this model might be suitable or the geographical area in which they live. We anticipate commissioning a small provision on a locality basis to provide services up to 7 days a week across all parts of the city as dictated by the home address of the service user. The numbers are unlikely to be large within any one care home setting.Interested suppliers will need to consider their requirements to meet the National Minimum Standards for their care home residents, alongside this service.To support this work we are providing an opportunity to exchange ideas, and share knowledge and experience with suppliers to consider the way forward. We are therefore inviting suppliers to express an interest in the provision of this service model and to provide a summary of ideas about how it might operate so that we can gather a variety of views and opinions on these services.We would also like suppliers to give an indicative cost per person per hour / day. The Council would be looking for economies of scale if more than one spot arrangement was being purchased within one setting.Instructions To Suppliers:Interested suppliers are asked to express an interest by responding to this notice through the Proactis portal ( https://supplierlive.proactisp2p.com/Account/Login# )To do this, please click ‘view opportunities’ on the home page, locate the Prior Information Notice and proceed to register an interest in the opportunity. Finally, check the tick box which appears under the ‘Questions’ tab and submit your response. If you do not wish to express an interest, no action is required.Following confirmation of interest, a document will be forwarded to be completed by interested parties, outlining the options that you could provide to The Council.Requests for further information should be received no later than 17th June 2015 with a return date of 23rd June 2015.Interested parties will be required to be registered on the Proactis portal in order to express an interest. This can be done by completing a brief registration process at www.proactisplaza.com/SupplierPortal/Please note that by participating in this exercise, the City of Cardiff Council does not guarantee the inclusion of any provider in any subsequent procurement exercise that the Council may choose to run.
