Daytime Support for Adults with Social Care Needs

Tameside Council have operated an Approved List of Day Service Providers since 2013. This has been delivered on a cost per placements basis and has offered a range of activities to those Adults who have been identified as having an eligible need. The range of eligible needs the service supports has included those with a learning disability, metal health, dementia and older people. The Service is provided for individuals who are who are a resident in Tameside, are aged 18 or over and have been assessed by the Commissioner as requiring the Service in accordance with the Care Act 2014.

The Council is looking to continue the journey away from traditional, ‘one-size fits all’, often building-based, day services to provision that focuses on what people want to achieve and what they are good at whilst accessing resources within their local communities. In order to ensure the continued development of services, the Council is looking to adopt a model of delivery that will not only ensure the best outcomes for those accessing the service but also the best use of available resources to meet current and future demands.

To this end, the Council is exploring a move away from a cost per placement basis towards block purchasing through a single route for all needs. This single route is envisaged as being the result of a collaborative arrangement between providers through a lead provider model, not as full delivery by a single provider on their own, although we cannot discount this solution if it is not available in the local market. The commissioners are open and actively encouraging interested parties to work together and bid as a consortium to deliver the services, and will be supported by Action Together in facilitating discussions between interested parties.
