Delivering Change: Development Phase Evaluation

Descriptions

The successful contractor will: i. Work with MGS, the project Advisory Group, and other stakeholders (including but not limited to NLHF and other contractors such as training providers) to collate and analyse project data and information (both quantitative and qualitative); ii. (In consultation with MGS and the project Advisory Group) develop the Monitoring and Evaluation Framework to be submitted as part of the second application to NLHF for the Delivery Phase. The framework will include all aspects of the project and look at qualitative (including creative evaluation responses) and quantitative evaluation. This will include ways of supporting project partners to develop tools to gather data and information to inform the project delivery as it progresses, and assess the impact of the project. This may include mechanisms for gathering sector and community feedback on participation in the project, as well as a mechanism to measure how the sector is developing and displaying genuinely inclusive participatory practice; iii. Evaluate the Development Phase and the approaches taken within this phase as a whole, assessing the efficacy of the approaches taken by the Advisory Group, project team, and external advisors to delivering the work, and exploring the impacts of the project interventions throughout its duration; and iv. Produce a final report at the end of the Development Phase outlining the findings, which will be distributed amongst MGS staff, the Advisory Group, Scottish Government, and NLHF staff, as well as being made public. The report should be in a format that can be repurposed, for example for presentation to MGS’s Board. The contractor should also include an analysis of the wider impact in terms of how the project might shape MGS’s approach to future projects involving a similar framework. MGS welcomes innovative approaches to this analysis.
