Caerphilly County Borough Council require a 'Delivery Organisation' to deliver the Caerphilly Cwm a Mynydd Partnership's 'Training Support Grant'.The Caerphilly Cwm a Mynydd Partnership was established in 2007. It is the organisation responsible for overseeing the delivery of the Wales Rural Development Plan in Caerphilly County Borough. The Partnership has secured funding through the European Funded Wales Rural Development Plan for the 'Training Support Grant'. The 'Training Support Grant' forms part of an umbrella project called 'Developing Skills in Rural Caerphilly' under Axis 3, Measure 331 of the Rural Development Plan for Wales 2007-13.The 'Training Support Grant' will provide funding to support eligible training activities for the rural population in the eligible Wards of Caerphilly CBC. The 'Delivery Organisation' will identify what training is currently available to individuals, businesses and organisations in the rural areas of Caerphilly CBC and identify training needs and develop learning plans. The Delivery Organisation will be expected to assist in the development and delivery of the Training Support Grant. The Delivery Organisation will NOT provide the training directly.Monthly reporting to the Partnership will be required. The total value of the project is currently £250,250.00, tenderers will be asked to provide evidence that they are finanically capable to underwrite the total project cost within the tender submission. Overdrafts will not be an accepted method to do this. The cost is split as follows:Grants (£186,650):It is assumed that this will be able to provide support for approximately 180 people with funding at £1,037 per benficiary. This will be made up from £149,320 contribution available through the RDP for Wales and a Minimum £37,330.00 match funding commitment from grant applicants. The Delivery Organisation will be responsible for ensuring that the £37,330.00 match funding contribution from grant applicants is secured. This must be formally underwritten by the successful bidder.Salaries (£45,000.00) and Grant Scheme Administration (£18,600):This will be made up from £50,880 contribution available through the RDP for Wales and a Minimum £12,720.00 match funding commitment from the tenderer.The ‘Delivery Organisation’ will bank roll the salaries, management costs and payment of grants to beneficiaries and will claim the funding in arrears from the RDP Lead Body who in turn will draw funding down from the Welsh Government. It is therefore essential the Delivery Orgnaisation ensures that all expenditure is eligible, as financial penalties will be passed from the Welsh Government to the Delivery Organisation.
