Delivery of Early Years Education Places in the Non-Maintained Sector within Newport

Newport City Council is inviting providers, within the geographical boundaries of Newport, to participate in a Supplier Engagement process for the delivery of Early Years Education Places across Newport.In accordance with Welsh Government guidance, Newport City Council must offer every child a free part-time early year’s education place within an approved education setting, in the term following their third birthday. These places are offered in Local Authority (maintained) schools, or by Registered Education Providers, also called Non-Maintained Settings (NMS). Non-maintained settings can be English or Welsh medium play groups or private daycare nurseries.Non-Maintained Settings who register with Newport City Council to provide part time nursery education places will be expected to follow the Foundation Phase curriculum and to meet certain criteria and standards in order to be registered. NMS Education Providers will be subject to inspection by ESTYN, the same body that inspects all schools in Wales. In delivery of the Foundation Phase curriculum NMS Education Providers must show detailed and careful planning for children’s education as well as being expected to provide a very high standard of child care.The Council wants to give childcare providers who may wish to deliver early years education places the opportunity to be involved from the very start. Over the next 6 months we will be giving participants and stakeholders the opportunity to shape the development of this delivery requirement.The purpose of the Supplier Engagement is for the Council to gather the views of participants and stakeholders to meet the following objectives:- Inform tender specification and process development.- Assist the project team in developing the procurement to ensure sufficient market interest in the procurement and obtain best quality and value of service.- To understand how best to engage with providers with different operating and commercial models of business that may be interested in delivering early years education places, and to determine any particular risks and issues that need to be considered further.NOTE: To register your interest in this notice and obtain any additional information please visit the Sell2Wales Web Site at http://www.sell2wales.gov.uk/Search/Search_Switch.aspx?ID=24788.
