Delivery of Incubation Support for Innovation Projects 4 Lots. — Offshore Wind Innovation Programme

The Department of Energy and Climate Change (‘DECC’) wishes to appoint a Supplier to undertake incubation support to selected projects within the: — Offshore Wind Innovation Programme (Lot 1)—Carbon Capture and Storage (CCS) Innovation Programme (Lot 2)—Bioenergy Innovation Programme (Lot 3)—Energy Storage Innovation Programme (Lot 4)Suppliers have the opportunity to bid for any LOTS or all LOTS. The Department of Energy and Climate Change (“DECC”) wishes to appoint a Supplier to undertake incubation support to selected projects within the Offshore Wind Innovation Programme (LOT 1). In order to: —Develop the incubation plan (where the incubation plan has been supplied separately) into specific incubation tasks.—Deliver each incubation task from the incubation plan.—Utilise existing tools and models implemented by the ‘coordinator' .—Work with the company/project in the most appropriate way to maximise the chance of success of the innovation project and the company.—Build an understanding of the company in order to best achieve the above point. Incubation Support will focus on identifying skills and knowledge gaps within a company that may prevent it from bringing the innovation to market effectively and provide specialist advisors to support the company in the development of the appropriate knowledge and skills. The business incubation support must demonstrate a unique and highly flexible combination of business development processes, infrastructure and people that can nurture new and small business by helping them to survive and grow through the early stages of development. The incubation plans will have already been developed by others and the supplier is expected to use existing tools and models put in place by the ‘coordinator'. The nominated supplier will also be integrated into a pool of suppliers, and expected to work with a co-ordinator. Suppliers have the opportunity to bid for any LOTS or all LOTS.
