Delivery of Youth Detention Accommodation.

There are currently 3 Secure Training Centres (STCs) in England which provide Youth Detention Accommodation. They are privately operated centres that accommodate younger and/or more vulnerable boys, girls and young mothers between the ages of 12-17. The existing contracts for Medway and Rainsbrook STCs are due to expire in the 1st 1/2-of 2016. The contracts relevant to this notice have been put in place by the Authority to continue the provision of Youth Detention Accommodation beyond the current contracts. This is due to a continued demand for this type of provision to accommodate and rehabilitate the most high-risk children and young people demonstrating complex needs. The contracts aim to contribute to the delivery of the following strategic aims:— To improve educational engagement and attainment in youth custody by allowing greater innovation in delivery;— To contribute, through this increased focus on education, to reduced re-offending by young people leaving custody;— To reduce the overall cost of youth custody, focusing in particular on driving down the costs of the most expensive provision.
